Another fireplace requirement -- one that likely started this whole code compliance thing by annoying the neighbors with its unsightliness -- is the "flashing" of the chimney, which had been completely missing. In case I'm not the only one who didn't know this, the flashing is the silvery part at the base of the chimney that prevents water leaking into the roof.
